Mayor Cheng invited as speaker at 2019 GCTC, shares city governance experience

On the morning of July 11 (US time), Taoyuan City Mayor Cheng Wen-tsan, invited by the Department of State and Department of Commerce, attended GCTC Expo 2019 organized by the Department of Commerce and co-organized by the Department of Homeland Security and National Science Foundation. Mayor Cheng was invited to give a keynote speech on the topic of international perspectives during the opening plenary session. The theme of this year’s expo is “Smart and Secure Cities and Communities.” Mayor Cheng shared his experience in smart governance and engaged in exchange with city representatives from around the world. Participants of the event included Congressmen Paul Tonka and Brendan Boyle, and Mayor Gary McCarthy of Schenectady.


Mayor Cheng stated that Taoyuan is a gateway city of Taiwan. According to statistics last year (2018), Taoyuan International Airport is the 8th busiest airport by cargo traffic and 11th busiest by passenger traffic (44.88 million passengers) worldwide. Taoyuan is active in developing “airport economics” and it is expected that after the completion of the Aerotropolis project, the capacity of Taoyuan Airport will be hugely enhanced and investments will be stimulated. In addition, Taoyuan Aerotropolis is comprehensive in industry clusters, gathering innovative industries, smart medicine, the aerospace industry, logistics, biotechnology, IoT, and other industries. Together with the Asia Silicon Valley project, the Aerotropolis project is attractive to investments. Besides, Taoyuan has 17 colleges and universities, providing talent of high quality.


Mayor Cheng pointed out that as of now, the city government has issued more than 1.35 million Taoyuan Citizen Cards. The card integrates a variety of functions such as traffic and identification, and provides citizens a convenient way of living. In addition, with information technology, high-tech tools are used to design lesson plans. In smart classrooms, teachers can utilize touch pads to assist their teaching and design topic-based lessons, and students are encouraged to have hands-on experience to cultivate critical thinking and creativity. Taoyuan Digital Education Cloud is established to gather shared resources so that teachers and students in remote areas or unable to physically go to classes can still learn via the cloud.


Mayor Cheng shared that Taoyuan is the first in Taiwan to introduce AI technology into the road surveillance system. Vehicle trajectories can thus be traced to largely reduce time of search and increase police efficiency. Smart analysis systems such as the license plate recognition system, the vehicle trajectory search system, the specific target alarm system, the image retargeting system, and smart image analysis are introduced to construct smart policing and improve efficiency.


In addition, the Water Information Platform has installed over 250 sensors and has integrated various information, including rainfall of nearby cities, water levels, and alarm information provided by disaster prevention agencies such as National Fire Agency, Central Weather Bureau, National Science and Technology Center for Disaster Reduction (NCDR), Water Resources Agency, Soil and Water Conservation Bureau, and Directorate General of Highways. The platform collects data, conducts comprehensive predictions and assessment, and shares the information in real time. The Mobile Dispatch 119 application utilizes big data and IoT and provides 12 functions, including the dispatch module, toxic chemical management, and road construction on the tablet so that the commander can determine the situation the moment he or she arrives at the fire scene. Firefighters are more informed and secured.
